हम पंकज सिंह की क्रन्तिकारी विरासत से बलात्कार होते हुवे देखने से बच गए!

बहुत प्रिय साथी पंकज सिंह का देहांत और अंत्येष्टि जिन दिनों में हुई नीलिमा ओर मैं शहर में नहीं थे।  हमें जीवन भर इस ग़ैर-मौजूदगी का अफ़सोस रहता।  लेकिन साथी राजेश जोशी दुवारा उनकी अंत्येष्टी का हाल सुनकर हमें लगता है  हम पंकज सिंह की क्रन्तिकारी विरासत से बलात्कार होते हुवे देखने से बच गए।  कोई तो इस के लिए ज़िम्मेदार होगा ही, 'स्वर्गीय' पंकज सिंह, उनका परिवार या धर्म को ओढ़े  समाज।  इसी तरह की दो अन्य घटनाओं का मैं भी साक्षी रहा हूँ।  जब बाबा नियाज़ हैदर के जनाज़े को तदफ़ीन के लिए जामिया (ओखला) के क़ब्रिस्तान में लेजाया गया तो उन्हें जो कफ़न पहनाया गया उस पर क़ुरान की आयतें लिखीं थीं। मैं ने चिल्लाकर बाबा के साथ की जा रही इस नाइंसाफ़ी का विरोध भी किया था और मुझे ख़ामोश कराने में कई जाने-माने कम्युनिस्ट भी थे।  मुझे वहां से आना पड़ा था। क्रन्तिकारी कवि गोरख पाण्डे के मृत शरीर के साथ भी ऐसा ही बर्ताओ किया गया। 

 

पंकज  के शरीर की दुर्गति के बाद तो कामरेड खेतान की वसीयत का महत्व और बढ़ जाता है।  जो लोग धर्म और ख़ुदा (किसी भी  रूप में) के पाखंड को नहीं मानते उन्हों ने अपने जीवित रहते हुवे कामरेड खेतान  की तरह वसीयत या कोई भी क़ानूनी दस्तावेज़ ज़रूर लिख छोड़नी चाहिए ताकि किसी को भी  हमारे शरीर के साथ खिलवाड़ करने का अवसर न मिले। 

एक बात तय है, बाबा नियाज़ हैदर, गोरख और पंकज जिन्हें स्वर्ग/जन्नत में  भेजने की  धर्म के ठेकेदारों  ने तमाम इंतेज़ाम किये हैं उनके वहां बुरे हाल होंगे।  पता नहीं बिचारे किस तरह तमाम धर्म गुरुओं, पूंजीपतिओं और नेताओं के बीच जीवन बिता रहे होंगे?

निःसंदेह ऐसे ही होते हैं असली कॉमरेड।

  हममें से बहुतों को अपनी केंचुल उतार फेंकने की ज़रूरत है। ख़ासकर धार्मिक आस्थाओं, रूढ़िवाद और कर्मकाण्डो को अपनी जीवन शैली से न केवल दूर रखना होगा बल्कि अपने व्यहार से इसे दर्शाना भी होगा। कम से कम मृत्यु उपरान्त हमारा शरीर क्या गत पाये यह निर्णय तो हमारा अपना होना चाहिए, न कि हमारे परिवार का या फिर समाज का। 

 लेकिन ये बात भी सच है कि नवउदारवादी पूंजीवाद के तहत निर्मित की जा रहीँ विकट आर्थिक परिस्थितयों के इस दौर में कॉमरेड खेतान सरीखी साम्यवादी वैचारिक आस्थाओं पर टिकी ज़िंदगी जीना भी एक चुनौती बन चुका है।

मेरी अंतिम इच्छा

महादेव खेतान

(करेंट बुक डिपो कानपुर के संस्थापक महादेव खेतान का अब से तकरीबन 16 वर्ष पूर्व 6 अक्टूबर 1999 को निधन हुआ। महादेव खेतान ने अपनी पुस्तकों की इस दुकान के जरिए वामपंथी विचारधारा के प्रचार-प्रसार में महत्वपूर्ण योगदान किया और उनके इस योगदान को हिन्दी भाषी क्षेत्रों में काफी सराहा गया। विचारों से साम्यवादी होने के साथ वह एक सफल व्यवसायी भी थे लेकिन उन्होंने अपने व्यवसायी हित को कभी-भी व्यापक उत्पीड़ित जनसमुदाय के हित से ऊपर नहीं समझा। यही वजह है कि अपनी पीढ़ी के लोगों के बीच वह कॉमरेड महादेव खेतान के रूप में जाने जाते थे... अपने निधन से दो दिन पूर्व उन्होंने अपनी वसीयत तैयार की। हम उस वसीयत को यहां अक्षरशः प्रकाशित कर रहे हैं ताकि एक जनपक्षीय व्यवसायी के जीवन के दूसरे पहलू की भी जानकारी पाठकों को मिल सके-सं.)

मैं महादेव खेतान उम्र लगभग 76 वर्ष पुत्र स्व. श्री मदन लाल खेतान, अपने पूरे सामान्य होशो-हवास में अपनी अंतिम इच्छा निम्नलिखित शब्दों में व्यक्त कर रहा हूं।

मैं अपनी किशोरावस्था (सन 1938-39) में ही मार्क्सवादी दर्शन (द्वंद्वात्मक और ऐतिहासिक भौतिकवाद) के मार्गदर्शन में उस समय देश, नगर तथा शिक्षण संस्थाओं में चल रहे ब्रिटिश गुलामी के विरोध में, जुल्म और शोषण के विरोध में स्वाधीनता संग्राम, क्रांतिकारी संघर्ष, मजदूर और किसी न किसी संघर्ष से जुड़ गया था। उसी पृष्ठभूमि में मुझे अध्ययन और आंदोलन को एक साथ समायोजित करते हुए सृष्टि और मानव तथा समाज की विकास प्रक्रिया को वैज्ञानिक दृष्टिकोण से अध्ययन करने,उसको देखने और समझने का अवसर मिला।

मेरी यह पुष्ट धारणा बनी कि आज भी प्रकृति के वैज्ञानिक सिद्धांतों और मानव विकास की प्रक्रिया में उसको समझने का प्रयास तथा उससे या उनसे संघर्ष करते हुए उनको अपने लिए अधिक से अधिक उपयोगी बनाने में हजारों बरस के मानव प्रयास ही सृष्टि, मानव और समाज का असली और सही इतिहास है। यहां मैं मानव के ऊपर किसी दिव्य शक्ति या ईश्वर को नहीं मानता हूं। यह प्रक्रिया अनवरत चल रही है। जिसके फलस्वरूप आज के मानव का विकास हमारे सामने है। यह प्रक्रिया आगे भी तेजी से चलती जाएगी, चलती जाएगी।

अस्तु, मेरी मृत्यु पर ईश्वर और उसके दर्शन पर आधारित कोई भी, किसी भी प्रकार का, किसी भी रूप में, धार्मिक अनुष्ठान,कर्मकांड, पाठ, यज्ञ, ब्राह्मण भोजन अथवा दान आदि, पिंड दान तथा पुत्र का केश दान (सरमुड़ाना या बाल देना) आदि-आदि कुछ नहीं होगा तथा दुनिया के सबसे बड़े झूठ (रामनाम) को मेरा शव दिखाकर 'सत्य' घोषित और प्रचारित करने का भी कोई प्रयास नहीं होगा। मेरे शव को सर्वहारा के लाल झंडे में लपेट कर दुनिया के मजदूरों एक हो, कम्युनिस्ट आंदोलन तथा पार्टी विजयी हो, आदि-आदि नारों के साथ मेरे जीवन भर के परिश्रम से विकसित करेंट बुक डिपो से उठाकर बड़े चौराहे स्थित मेरे भाई तथा साथ ही कामरेड राम आसरे की मूर्ति के नीचे ले जाकर मेरे शव को अपने साथी को अंतिम लाल सलाम करने का अवसर प्रदान करें तथा वहीं पर लखनऊ स्थित संजय गांधी पोस्ट ग्रेजुएट इंस्टीट्यूट ऑफ मेडिकल साइंस के अधिकारियों को बुलाकर मेरा शव उनको दे दें ताकि न सिर्फ जरूरतमंद लोगों को मेरे शरीर के अंगों से पुनर्जीवन मिल सके बल्कि आने वाली डाक्टरों की पीढ़ी के अध्ययन को और अधिक उपयोगी बनाने में मेरे शरीर का योगदान हो सके।

इसके बाद समय हो और मित्रों की राय हो तो वहीं राम आसरे पार्क में सभा करके अगर मेरे जीवन के प्रेरणादायक हिस्सों के संस्मरण से आगे आने वाली संघर्षशील पीढ़ी को कोई प्रेरणा मिल सके तो उसका जिक्र कर लें वरना मित्रों की राय से सबके लिए जो सुविधाजनक समय हो उस समय यहीं राम आसरे पार्क में लोगों को बुलाकर संघर्षशील नयी पीढ़ी को प्रेरणादायक संस्मरण देकर खत्म कर दें। यही और बस यही मेरी मृत्यु का आखिरी अनुष्ठान होगा। इसके बाद या भविष्य में कभी कोई दसवां, तेरहवीं, कोई श्राद्ध, कोई पिंड दान आदि कुछ नहीं होगा और मैं यह खास तौर पर कहना चाहता हूं कि किसी भी हालत में, किसी भी जगह, और किसी भी बहाने से कोई मेरा मृत्यु भोज (तेरहवीं) नहीं होने देगा। अपने परिवार के बुजुर्गों से अनुरोध है कि मेरी मृत्यु पर अपना जीवन दर्शन या आस्थाओं,अंधविश्वासों और अपने जीवन मूल्यों को थोपने की कोशिश न करें, मुझपर बड़ी कृपा होगी। घर पर लौटकर  सामान्य जीवन की तरह सामान्य भोजन बने। 'चूल्हा न जलने' की परंपरा के नाम पर न मेरी ससुराल, न मेरे पुत्र की ससुराल से और न ही किसी अन्य नातेदार, रिश्तेदार की ससुराल से खाना आएगा।

उसके दूसरे दिन से बिल्कुल सामान्य जीवन और सामान्य दिनचर्या जैसे कभी कुछ हुआही न हो घर व दुकान की दिनचर्या बिना किसी अनुष्ठान के शुरू हो जाए तथा मेरी मृत्यु पर मेरी यह अंतिम इच्छा बड़े पैमाने पर छपवाकर न सिर्फ नगर में वृहत तरीके से अखबारों सहित सभी तरह के राजनीतिक व सामाजिक कार्यकर्ताओं को बंटवा दें तथा करेंट बुक डिपो एवं मार्क्सवादी आंदोलन और साहित्य से संबंधित सभी लोगों को डाक से भेजें ताकि इससे प्रेरणा लेकर अगर एक प्रतिशत लोगों ने भी इसका अनुसरण करने की कोशिश की तो मैं अपने जीवन को सफल मानूंगा।

मेरे जीवन में होल टाइमरी के बाद सन 1951 से अभी तक जो कुछ भी मैंने बनाया है वह करेंट बुक डिपो है जो किसी भी तरह से कोई भी व्यापारिक संस्था नहीं है बल्कि किसी उद्देश्य विशेष से मिशन के तहत एक संस्था के रूप में विकसित करने का प्रयास किया था। मेरे पास न एक इंच जमीन है और न कोई बैंक बैलेंस है। मेरे जीवन का एक ही मिशन रहा है कि देश और विदेशों में तमाम शोषित उत्पीड़ित जनसमुदाय जो न सिर्फ अपने जीवन स्तर को सम्मानजनक बनाने के लिए बल्कि उत्पीड़न और शोषण की शक्तियों के विरोध में उनको नष्ट करने के लिए जीवन-मरण के संघर्ष करते रहे हैं और कर रहे हैं तथा करते रहेंगे उनको हर तरह से तन, मन और धन से जो कुछ भी मेरे पास है उससे मदद करूं, इनको प्रेरणा दूं और अपनी यथाशक्ति दिशा दूं। इसी उद्देश्य से मैंने करेंट बुक डिपो खोला,इसी उद्देश्य के लिए इसे विकसित किया। कहां तक मैं सफल हुआ इसका आकलन तो इन संघर्षों की परिणति ही बताएगी। जितना जो कुछ मुझे इस समय आभास है उससे मुझे कोई असंतोष नहीं है।

मेरी मृत्यु के बाद मेरा यह जो कुछ भी है उसके सारे एसेट्स (परिसंपत्ति) और लाइबलिटी (उत्तरदायित्व) के साथ इस सबका एकमात्र उत्तराधिकारी मेरा पुत्र अनिल खेतान होगा। मैंने कोशिश की है कि मेरी मृत्यु तक इस दुकान पर कोई ऐसी लाइबलिटी नहीं रहे जिसके लिए मेरे पुत्र अनिल को कोई दिक्कत उठानी पड़े। मेरी इच्छा है कि मेरी मृत्यु के बाद मेरा पुत्र अनिल खेतान भी मेरे जीवन के इस मिशन को, जिसके लिए करेंट बुक डिपो खोला व विकसित किया है, उसको अपना सब कुछ न्यौछावर करके भी आगे बढ़ाता रहेगा, उसी तरह से विकसित करता रहेगा और प्रयत्न करेगा कि उसके भी आगे की पीढ़ियां यदि इस संस्थान से जुड़ती हैं तो वे भी इस मिशन को यथाशक्ति आगे बढ़ाते हुए विकसित करेंगी।

मैं यह आशा करता हूं कि मेरी ही तरह मेरा पुत्र भी किन्हीं भी विपरीत राजनैतिक परिस्थितियों में डिगेगा नहीं और बड़े साहस एवं आत्मविश्वास के साथ झेल जाएगा और ऐसी नौबत नहीं आने देगा कि पीढ़ियों के लिए प्रेरणा और दिशास्रोत करेंट बुक डिपो बंद हो जाएगा।

मैं यह चाहूंगा कि जैसे मैंने अपने और अपने पुत्र के जीवन को वैज्ञानिक दृष्टिकोण से विकसित करने का प्रयत्न किया और किसी भी धर्म या अंधविश्वास, कर्मकांड से दूर रखा उसी प्रकार मेरा पुत्र अपने जीवन को बल्कि आने वाले पीढ़ियों को ईश्वर व धर्म पर आधारित दर्शन, अंधविश्वास और कर्मकांडों से दूर रखते हुए उन्हें वैज्ञानिक दृष्टिकोण से विकसित करेगा तथा जीवन को न्यूनतम जरूरतों में बांधेगा ताकि अपनी फिजूल की बढ़ी हुई जरूरतों को पूरा करने के लिए अपने मूल्यों से समझौता न करना पड़े क्योंकि वही फिसलन की शुरुआत है जिसका कोई अंत नहीं है। दुनिया में रोटी सभी खाते हैं, सोना कोई नहीं खाता लेकिन सम्मानजनक रोटी की कमी नहीं है और सोने की कोई सीमा नहीं है और दुनिया के बड़े से बड़े धर्माचार्य विद्वान और बड़े से बड़े धनवान कोई विद्वान नहीं है, उसके लिए कोई बुद्धि की आवश्यकता नहीं है और मानव की जरूरतों को पूरा करने में हजारों वर्षों से असमर्थ रहे हैं तथा आगे भी मानवता को देने के लिए इनके पास कुछ नहीं है।

दुनिया में सारे तनावों की जड़ केवल दो हैं-एक धन और दूसरा धर्म। अगर अपने को इससे मुक्त कर लें तो न सिर्फ अपना जीवन बल्कि अपनी आने वाली पीढ़ियों का पूरा जीवन तनावरहित और सुखी हो जाएगा। इन बातों का अगर थोड़ा भी खयाल रखा तथा जीवन को इन पर ढालने की थोड़ी भी कोशिश की तो हमेशा सुखी रहोगे।

एक बुनियादी गुर की बात और ध्यान में रखें कि आप जिस जीवन मूल्य, जीवन पद्धति और दर्शन को प्रतिपादित करें और यह आशा करें कि आपकी आने वाली पीढ़ी भी उस पर चले तो यह सबसे ज्यादा आवश्यक है कि आपका खुद का आचरण और जीवन आपके द्वारा प्रतिपादित मूल्यों पर आधारित हो, आपका खुद का जीवन एक उदाहरण हो।

अंत में कुछ शब्द करेंट बुक डिपो के बारे में कहना चाहूंगा। जैसा कि मैं पहले बता चुका हूं कि यह एक मिशन विशेष के लिए संस्थापित व संचालित संस्था है जिसमें दिवंगत रामआसरे, मेरे सहयोद्धा आनंद माधव त्रिवेदी, मेरी पत्नी रूप कुमारी खेतान, मेरे पुत्र अनिल खेतान, अरविंद कुमार और सैकड़ों क्रांतिकारी कार्यकर्ताओं एवं प्रिय पाठकों का योगदान रहा है। मैं इन सबका ऋणी हूं और आशा करता हूं कि ये सभी भविष्य में भी वैसा ही करते रहेंगे। उद्देश्य यह है कि इसके द्वारा प्रकाशित व वितरित साहित्य देश के हजारों पाठकों को मार्क्सवादी दर्शन पर आधारित तथा प्रेरित श्रेष्ठ सामग्री उपलब्ध होती रहे। इसके संचालन से संबंधित विस्तृत बातें या तकनीकी मुद्दों का निर्णय उपरोक्त व्यक्ति आपस में विचार-विमर्श के जरिए तय करते रहें।

CPIM Resolution on Tripura

Tripura, a small state in north-east, has evolved into an exemplary
dynamic developing state under the Left Front government. With its
pro-people policies, Left Front government has not only developed the
quality of life of the people of the state, but also showed what
alternative policies can be pursued even with limited resources.

Tripura has had a Left Front government since 1978. In the first two terms
of the Left Front government, there were two particularly major
achievements: the implementation of land reforms and the setting up of the
Tripura Tribal Areas Autonomous District Council under the sixth schedule
of the constitution which empowered the tribal people. The break during
1988-93 after a rigged election and a period of semi-fascist terror, Left
Front has come back and won all subsequent elections with greater
confidence expressed by the people. The last 22 years have witnessed
remarkable development of the state.

Tripura has become a model for combating extremism and terrorism. Once
mutilated by extremist violence, financed and promoted by imperialist
agencies, Tripura has emerged an example of unity of the people and peace.
This has been achieved not merely by administrative determination alone,
but also with political mobilization of people and development activities
in the tribal areas in particular.

Deepening political democracy, with decentralized municipalities,
panchayats, village committees in ADC area, has contributed to the
enthusiastic participation of the people in development activities.

The record of the Left Front government in many areas of development,
particularly in human development is no less than outstanding. The
literacy rate in the state has reached to 97 per cent, among the highest
in the country. The female literacy rate is 95.71 per cent. With huge
expansion of school education, free text books, free studies up to college
level Tripura has virtually universalized education upto secondary stage.

Other Human Development indices reflect people's the better quality of
life. Infant Mortality Rate in Tripura is 26 while the all-India average
is 40. Birth rate in the state is 13.7 per cent while it is 21.4 per cent
all-India, death rate has come down to 4.7 per cent while the national
average is 7.0 per cent. All these have been achieved despite backward
infrastructure and complex geography of the state.

Tripura has achieved food security with all families covered under PDS.
While majority of the population is being provided rice at Rs 2 per kg,
all other families are provided rice at APL rate.

Agriculture, forestry, fisheries, plantation and handicrafts have received
tremendous boost with multifarious projects of the state government. Along
with this, Tripura has retained its top position in implementing MNREGA .
In 20123-14, average man days in Tripura were 88 while all India average
was 46. In 2014-15, the average man days in Tripura was 88 again, while
all India average has come down to 38 only. In a first of its kind, people
belonging to BPL families in urban area are provided wage employment for
at least 75 days a year. Tripura also tops in giving land rights under
Forest Right Act. 124541 persons have been given land pattas , of whom 99
per cent are tribals.

Despite severe difficulties, the Left Front government has taken long
strides in infrastructural development.  More than 90 per cent of the
total of 8,312 habitations is electrified. More than 95 per cent of
irrigatable land has been brought under irrigation facilities. Road
network has reached to remote areas making communications far more
smoother than ever imagined.

In the face of neo liberal attacks on peoples' livelihood and scarce
resources, the Left Front government has stood beside the poor workers of
unorganized sector and the needy and vastly expanded social security. In
Tripura, state government is administering 27 pension schemes including
those for female domestic workers, disabled, widows, deserted women,
rickshaw pullers, barbers, fishermen. It has also provided pension scheme
for transgender persons, AIDS affected persons. Several development
schemes are being implemented for SCs, OBCs and Muslim minorities.

Number of women elected  is a high 57 per cent in the local bodies which
is a reflection of women's  increased participation in all spheres of
public life.

The sustained and planned efforts by the Left Front government has
provided the youth of the state with better opportunities for education
and employment, generating a visible new hope and pride among them.

Left Front government, conscious of the fact that it is working within the
limitations of all-India pro-corporate policies, unequal federal structure
and financial constraints, has tried to provide and project alternative
policies.  CPI(M), in its effort to provide pro-people alternative
policies for a better India hails the initiatives of Left Front government
in Tripura as inspiring.

There is no room for complacency. Reactionary forces within and outside
Tripura are out to create trouble through disturbing the tribal and
non-tribal unity which is the bedrock of Tripura's outstanding
advancement.  Therefore, there is need of vigilance through mobilisation
of masses to prevent any sort of conspiracy.

The people of Tripura, both in rural and urban areas, have reposed great
trust and confidence in the CPI(M) and Left Front in successive elections,
including those in the recent past. The Plenum of CPI(M) expresses its
solidarity with the people and Left Front government of Tripura and calls
upon all Party units to project these achievements to people in every
corner of the country.

Situation in West Bengal

This Plenum of the Communist Party of India (Marxist) notes with concern
the grave situation in West Bengal. The last four and a half year misrule
has totally discredited both the Trinamul Congress and the government
headed by it. Large scale resort to terror tactics, attacks on all
sections of people including atrocities on dalits and tribals, alarming
increase in sexual assaults on women, monumental corruption including the
chit fund scams, rampant misuse of government machinery for partisan ends,
abject failure to deliver on promises made during the elections etc have
utterly exposed the real face of the ruling party leading to a strong
discontent against it.

Its image having been severely dented and its political credibility at an
all time low, the Trinamul Congress is resorting to manipulative tactics
including whipping up of minority passions. It is doing so to regain lost
ground, with Assembly elections round the corner. In one way or the other,
the TMC continues to pander to fundamentalist forces to polarize voters.
This has created a fertile ground for fissiparous forces to thrive. Though
a tacit understanding with the central BJP leadership is actively
underway, the TMC has been implicitly encouraging minority fundamentalism
hoping to harvest votes in its favour. This has worsened the communal
divide in the state. Notorious criminals are being mobilized with the open
support of the police and the administration.

Under the short period of TMC rule, the economy has turned into doldrums
and industry into tatters. Peasant distress has reached alarming
proportions. There is an all out attack on the livelihood of the toiling
people and social security. Groaning unemployment, loss of jobs and total
anarchy in the health and education sectors has created an unbearable
situation. Added to this is the criminal indifference of the TMC
government to the continuing starvation deaths of the closed tea garden
workers and the 134 peasant suicides so far.

Displaying its utter contempt for democracy, the ruling party resorted to
loot of votes unleashing indiscriminate terror during the municipal
elections held in April and October this year. Even journalists from the
mainstream media were not spared from attacks. The fascistic terror of the
TMC in collusion with the police and hoodlums is continuing unabated. The
leaders of the Left Front, Left MLAs, the other opposition leaders and
even the leader of the Opposition in the Assembly Surjya Kanta Mishra had
to face violent attacks of the organized gangsterism indulged in by the
ruling party. Normal political activity is being undermined by the
draconian measures taken by the TMC government. Recently, even the
Calcutta High Court was compelled to comment that the 'law and order
situation has collapsed' in the state.

So far 171 Left Front supporters including 164 CPI(M) cadres and leaders
have been mercilessly killed by the TMC goons.  The perpetrators of these
heinous crimes are roaming freely with the full knowledge of the police
and the administration. Countless number of cases of extortion and
forcible occupation of properties of the common people has been reported
in the media. Apart from the over one lakh Left cadres and supporters
facing many forms of persecution, the intensive terror has been extended
to people from all walks of life. This is further exposing the ruling
party in the eyes of the common people.

The sustained movement that our Party and the Left is conducting is
drawing increasing support from the people. This campaign and movement
will be intensified from January 2016, immediately after the Plenum.

This Plenum of the CPI(M) salutes the heroic resistance movement by the
people of West Bengal against the unprecedented terror and in defence of
democracy and secularism. The plenum welcomes the determination of the
Left and democratic forces to work for the defeat of the authoritarian
rule of the Trinamul Congress as also further isolating the dangerous
communal forces led by the BJP.

CPIM Plenum concludes!Organisation -- Extracts From Resolution

With the unanimous adoption of the Report on Organisation and the
Resolution on Organisation, the Plenum on Organisation came to a
successful conclusion today.

A total of 191 amendments and suggestions were received to the Draft
Report on Organisation, of which 36 were accepted. There were 73
amendments and suggestions to the Draft Resolution on Organisation, of
which 6 were accepted.

Polit Bureau Member Prakash Karat replied to the discussion on the Draft
Report on Organisation while General Secretary Sitaram Yechury replied to
the discussion on the Draft Resolution on Organisation.

On behalf of the Plenum, Chairperson of the Presidium, Manik Sarkar
thanked the West Bengal State Committee and through it the entire
membership of the Party in West Bengal for the excellent arrangements that
were made for the success of the Plenum.

The Plenum on organisation, convened as directed by the 21st Party Congress:

Resolved to strengthen and streamline our Party's organisational
capacities to meet the current challenges by unleashing mightier people's
struggles to develop the independent strength of our Party in conformity
with our adopted political-tactical line. This line is aimed at changing
the correlation of class forces amongst the Indian people in favour of the
Left and Democratic Front, the precursor to the People's Democratic Front
and advance towards the successful culmination of the People's Democratic
Revolution.

In order to accomplish this, the Plenum decided:

&#61550;        To rapidly increase our independent strength by adopting a mass
line and our intervention capacities, strengthen Left unity and to forge
the Left and Democratic Front not only as an electoral front but as a
fighting alliance of forces for an economic, social and political change
by isolating the reactionary ruling classes.
&#61550;        To effectively implement united front tactics to discharge the
dual tasks of unity and struggle by developing joint movements, enabling
us to approach sections of the exploited classes who currently are under
the influence of bourgeois parties.
&#61550;        To employ flexible tactics to deal with swift changes that may
occur in the political situation in accordance with our Political-Tactical
Line.
&#61550;        To set up joint platforms with various social movements, people's
mobilizations and issue based movements.
&#61550;        To dovetail electoral tactics to the primacy of building the Left
and Democratic Front.

&#61550;        To strengthen class and mass struggles by:
o       Forging a broad front of agricultural workers, poor peasants, middle
peasants, rural workers in the non-farm sections, artisans and other
sections of the rural poor against the landlord-rural rich nexus.
o       Organising workers in key and strategic industries; organising contract
workers in both the organized and unorganized sectors; establishing
area-based organisations in coordination with between trade unions, youth,
women etc.
o       Organising the urban poor in the bastis/local areas; establishing
occupation based neighbourhood-mohallah-basti committees.
o       Strengthening work amongst the middle classes particularly ideological
work by the establishment of various fora like citizens forums, platforms
to promote cultural activities/actions; scientific temper and others
related to their life and work. Strengthening work in residential
associations, pensioners associations and professional bodies.

Through these methods, the Plenum decided that the CPI(M) must:

&#61550;        Strengthen our links with the Indian people to empower ourselves
to unleash mightier mass and class struggles.
&#61550;        Effectively adopt and implement the mass line of the Party to
ensure the establishment of such live links with the people.
&#61550;        Focus on advancing the Agrarian Revolution, the axis of the
Democratic revolution, by forging unity in struggles of all rural
exploited sections of people.
&#61550;        Strengthen efforts to develop the worker-peasant alliance.
&#61550;        Focus mainly on
o       Forging class and mass struggles on economic and social issues to widen
the Party's influence and to rally the Left and democratic forces.
o       Adopting a mass line and establish live links with the people.
o       Streamlining the organisation to build a revolutionary Party with
quality membership of high quality.
o       Making special efforts to attract youth to the Party.
o       Waging the ideological struggle against communalism, neo-liberalism and
reactionary ideologies.

The Plenum also decided that:

"All these tasks must be implemented in a time-bound manner beginning from
the Party C.C. Centre. State Committees must concretise such time-bound
implementation plans and review them in a year's time".

The Plenum redoubled the CPI(M)'s resolve by stating:

"No social transformation is possible, in fact, cannot be conceived
without the vast mass of people belonging to all exploited classes rising
in revolt against the exploiting ruling classes. In the final analysis it
is the people who make history. Revolutionary history is no exception. A
revolutionary Party, the CPI(M), must emerge as the vanguard of this
people's upsurge. This is our historic responsibility".

"Let us redouble our resolve, at this plenum, to advance towards
discharging this responsibility!

"Forward towards a stronger CPI(M) with an all India mass base!

"Forward towards a revolutionary Party with a Mass Line!"

MADHYA PRADESH HIGH COURT AT JABALPUR VERY SOON

After seven long years of rigorous investigation, the Justice Shravan Shankar Jha Commission set up by the Madhya Pradesh High Court, is ready to submit its detailed report to that Court. The Jha Commission was tasked to investigate the issue of fake land registries and four other types of corruption that occurred in the rehabilitation of Sardar Sarovar Project affected families, which task has now been completed.

 

This report will reveal just how many fake land registries were carried out by giving the Special Rehabilitation Package, instead of giving land as is the right of the dam-affected farmers whose lands are being taken away by the dam. The question of who is to blame for this huge deception is also to be answered. The number of fake registries will also reveal how many farmers actually got land and how many did not get land because of the fraudulent registries. The Madhya Pradesh government has acceptedonly 686 fake registries and declared the rest to be 'correct', but the Jha Commission findings is likely to triple or quadruple this number.

 

Jha Commission also constituted a technical team to investigate 88 rehabilitation sites which provided a scathing report. It is also expected that the Jha Commission reportwould expose the crores of rupees of corruption and irregularities that took place in the construction workand quality of the construction of civic amenities at these rehabilitation sites. The report should reveal irregularities, if any, in the rehabilitation of project-affected families, including the allotment of house-plots and many basic amenities that were to be provided. It will also present the truth and the facts regarding the conversion of house-plots, fraudulently turning ineligible people eligible while rendering eligible people ineligible. Is it true, as the Madhya Pradesh government claims, that rehabilitation was completed in 2008, or will the report bring out the actual number of families that remain to be rehabilitated in 2016?

 

The Jha Commission was set up in 2008, by an order of the High Court. Every time the M.P. government starved the Commission of necessary funds or other needed resources, Narmada Bachao Andolan had to plead before the court for the Commission to get these resources. This went on until October 2015 in the last stages too when M.P. government cut the Commission's funds. This shows a complete lack of political will from the M.P. government.

 

The thorough investigation went on for 7 years. Thousands of oustees, land sellers, witnesses, government officials and employees of the registry department and of Narmada Valley Development Authority were involved. Narmada Bachao Andolan participated and supported the legal process fully and constantly. After receiving this report, we hope that the Jabalpur High Court will pass its order including directives for next steps.

 

Narmada Bachao Andolan has claimed for years that thousands of oustees have faced serious corruption in the rehabilitation process, thereby depriving them of their rights and rehabilitation benefits. Many perpetrators' names were also presented to the Commission. One estimate says, out of the 2300 Crore Rupees allotted to Madhya Pradesh state for the rehabilitation purposes, at least 1000 to 1500 Crore Rupees have been defrauded out of the state's coffers, and wasted due to complete misuse or misappropriation. The Commission is mandated to also show whose fault this is. The question remains, after this report, will the M.P. government, Narmada Valley development Authority and Narmada Control Authority fulfil their responsibilities towards rehabilitation of oustees or not?

मेरी अंतिम इच्छा

महादेव खेतान

(करेंट बुक डिपो कानपुर के संस्थापक महादेव खेतान का अब से तकरीबन 16वर्ष पूर्व 6 अक्टूबर 1999 को निधन हुआ। महादेव खेतान ने अपनी पुस्तकों की इस दुकान के जरिए वामपंथी विचारधारा के प्रचार-प्रसार में महत्वपूर्ण योगदान किया और उनके इस योगदान को हिन्दी भाषी क्षेत्रों में काफी सराहा गया। विचारों से साम्यवादी होने के साथ वह एक सफल व्यवसायी भी थे लेकिन उन्होंने अपने व्यवसायी हित को कभी-भी व्यापक उत्पीड़ित जनसमुदाय के हित से ऊपर नहीं समझा। यही वजह है कि अपनी पीढ़ी के लोगों के बीच वह कॉमरेड महादेव खेतान के रूप में जाने जाते थे... अपने निधन से दो दिन पूर्व उन्होंने अपनी वसीयत तैयार की। हम उस वसीयत को यहां अक्षरशः प्रकाशित कर रहे हैं ताकि एक जनपक्षीय व्यवसायी के जीवन के दूसरे पहलू की भी जानकारी पाठकों को मिल सके-सं.)

मैं महादेव खेतान उम्र लगभग 76 वर्ष पुत्र स्व. श्री मदन लाल खेतान, अपने पूरे सामान्य होशो-हवास में अपनी अंतिम इच्छा निम्नलिखित शब्दों में व्यक्त कर रहा हूं।

मैं अपनी किशोरावस्था (सन 1938-39) में ही मार्क्सवादी दर्शन (द्वंद्वात्मक और ऐतिहासिक भौतिकवाद) के मार्गदर्शन में उस समय देश, नगर तथा शिक्षण संस्थाओं में चल रहे ब्रिटिश गुलामी के विरोध में, जुल्म और शोषण के विरोध में स्वाधीनता संग्राम,क्रांतिकारी संघर्ष, मजदूर और किसी न किसी संघर्ष से जुड़ गया था। उसी पृष्ठभूमि में मुझे अध्ययन और आंदोलन को एक साथ समायोजित करते हुए सृष्टि और मानव तथा समाज की विकास प्रक्रिया को वैज्ञानिक दृष्टिकोण से अध्ययन करने, उसको देखने और समझने का अवसर मिला।

मेरी यह पुष्ट धारणा बनी कि आज भी प्रकृति के वैज्ञानिक सिद्धांतों और मानव विकास की प्रक्रिया में उसको समझने का प्रयास तथा उससे या उनसे संघर्ष करते हुए उनको अपने लिए अधिक से अधिक उपयोगी बनाने में हजारों बरस के मानव प्रयास ही सृष्टि,मानव और समाज का असली और सही इतिहास है। यहां मैं मानव के ऊपर किसी दिव्य शक्ति या ईश्वर को नहीं मानता हूं। यह प्रक्रिया अनवरत चल रही है। जिसके फलस्वरूप आज के मानव का विकास हमारे सामने है। यह प्रक्रिया आगे भी तेजी से चलती जाएगी, चलती जाएगी।

अस्तु, मेरी मृत्यु पर ईश्वर और उसके दर्शन पर आधारित कोई भी, किसी भी प्रकार का,किसी भी रूप में, धार्मिक अनुष्ठान, कर्मकांड, पाठ, यज्ञ, ब्राह्मण भोजन अथवा दान आदि,पिंड दान तथा पुत्र का केश दान (सरमुड़ाना या बाल देना) आदि-आदि कुछ नहीं होगा तथा दुनिया के सबसे बड़े झूठ (रामनाम) को मेरा शव दिखाकर 'सत्य' घोषित और प्रचारित करने का भी कोई प्रयास नहीं होगा। मेरे शव को सर्वहारा के लाल झंडे में लपेट कर दुनिया के मजदूरों एक हो, कम्युनिस्ट आंदोलन तथा पार्टी विजयी हो, आदि-आदि नारों के साथ मेरे जीवन भर के परिश्रम से विकसित करेंट बुक डिपो से उठाकर बड़े चौराहे स्थित मेरे भाई तथा साथ ही कामरेड राम आसरे की मूर्ति के नीचे ले जाकर मेरे शव को अपने साथी को अंतिम लाल सलाम करने का अवसर प्रदान करें तथा वहीं पर लखनऊ स्थित संजय गांधी पोस्ट ग्रेजुएट इंस्टीट्यूट ऑफ मेडिकल साइंस के अधिकारियों को बुलाकर मेरा शव उनको दे दें ताकि न सिर्फ जरूरतमंद लोगों को मेरे शरीर के अंगों से पुनर्जीवन मिल सके बल्कि आने वाली डाक्टरों की पीढ़ी के अध्ययन को और अधिक उपयोगी बनाने में मेरे शरीर का योगदान हो सके।

इसके बाद समय हो और मित्रों की राय हो तो वहीं राम आसरे पार्क में सभा करके अगर मेरे जीवन के प्रेरणादायक हिस्सों के संस्मरण से आगे आने वाली संघर्षशील पीढ़ी को कोई प्रेरणा मिल सके तो उसका जिक्र कर लें वरना मित्रों की राय से सबके लिए जो सुविधाजनक समय हो उस समय यहीं राम आसरे पार्क में लोगों को बुलाकर संघर्षशील नयी पीढ़ी को प्रेरणादायक संस्मरण देकर खत्म कर दें। यही और बस यही मेरी मृत्यु का आखिरी अनुष्ठान होगा। इसके बाद या भविष्य में कभी कोई दसवां,तेरहवीं, कोई श्राद्ध, कोई पिंड दान आदि कुछ नहीं होगा और मैं यह खास तौर पर कहना चाहता हूं कि किसी भी हालत में, किसी भी जगह, और किसी भी बहाने से कोई मेरा मृत्यु भोज (तेरहवीं) नहीं होने देगा। अपने परिवार के बुजुर्गों से अनुरोध है कि मेरी मृत्यु पर अपना जीवन दर्शन या आस्थाओं, अंधविश्वासों और अपने जीवन मूल्यों को थोपने की कोशिश न करें, मुझपर बड़ी कृपा होगी। घर पर लौटकर  सामान्य जीवन की तरह सामान्य भोजन बने। 'चूल्हा न जलने' की परंपरा के नाम पर न मेरी ससुराल, न मेरे पुत्र की ससुराल से और न ही किसी अन्य नातेदार, रिश्तेदार की ससुराल से खाना आएगा।

उसके दूसरे दिन से बिल्कुल सामान्य जीवन और सामान्य दिनचर्या जैसे कभी कुछ हुआही न हो घर व दुकान की दिनचर्या बिना किसी अनुष्ठान के शुरू हो जाए तथा मेरी मृत्यु पर मेरी यह अंतिम इच्छा बड़े पैमाने पर छपवाकर न सिर्फ नगर में वृहत तरीके से अखबारों सहित सभी तरह के राजनीतिक व सामाजिक कार्यकर्ताओं को बंटवा दें तथा करेंट बुक डिपो एवं मार्क्सवादी आंदोलन और साहित्य से संबंधित सभी लोगों को डाक से भेजें ताकि इससे प्रेरणा लेकर अगर एक प्रतिशत लोगों ने भी इसका अनुसरण करने की कोशिश की तो मैं अपने जीवन को सफल मानूंगा।

मेरे जीवन में होल टाइमरी के बाद सन 1951 से अभी तक जो कुछ भी मैंने बनाया है वह करेंट बुक डिपो है जो किसी भी तरह से कोई भी व्यापारिक संस्था नहीं है बल्कि किसी उद्देश्य विशेष से मिशन के तहत एक संस्था के रूप में विकसित करने का प्रयास किया था। मेरे पास न एक इंच जमीन है और न कोई बैंक बैलेंस है। मेरे जीवन का एक ही मिशन रहा है कि देश और विदेशों में तमाम शोषित उत्पीड़ित जनसमुदाय जो न सिर्फ अपने जीवन स्तर को सम्मानजनक बनाने के लिए बल्कि उत्पीड़न और शोषण की शक्तियों के विरोध में उनको नष्ट करने के लिए जीवन-मरण के संघर्ष करते रहे हैं और कर रहे हैं तथा करते रहेंगे उनको हर तरह से तन, मन और धन से जो कुछ भी मेरे पास है उससे मदद करूं, इनको प्रेरणा दूं और अपनी यथाशक्ति दिशा दूं। इसी उद्देश्य से मैंने करेंट बुक डिपो खोला, इसी उद्देश्य के लिए इसे विकसित किया। कहां तक मैं सफल हुआ इसका आकलन तो इन संघर्षों की परिणति ही बताएगी। जितना जो कुछ मुझे इस समय आभास है उससे मुझे कोई असंतोष नहीं है।

मेरी मृत्यु के बाद मेरा यह जो कुछ भी है उसके सारे एसेट्स (परिसंपत्ति) और लाइबलिटी (उत्तरदायित्व) के साथ इस सबका एकमात्र उत्तराधिकारी मेरा पुत्र अनिल खेतान होगा। मैंने कोशिश की है कि मेरी मृत्यु तक इस दुकान पर कोई ऐसी लाइबलिटी नहीं रहे जिसके लिए मेरे पुत्र अनिल को कोई दिक्कत उठानी पड़े। मेरी इच्छा है कि मेरी मृत्यु के बाद मेरा पुत्र अनिल खेतान भी मेरे जीवन के इस मिशन को, जिसके लिए करेंट बुक डिपो खोला व विकसित किया है, उसको अपना सब कुछ न्यौछावर करके भी आगे बढ़ाता रहेगा, उसी तरह से विकसित करता रहेगा और प्रयत्न करेगा कि उसके भी आगे की पीढ़ियां यदि इस संस्थान से जुड़ती हैं तो वे भी इस मिशन को यथाशक्ति आगे बढ़ाते हुए विकसित करेंगी।

मैं यह आशा करता हूं कि मेरी ही तरह मेरा पुत्र भी किन्हीं भी विपरीत राजनैतिक परिस्थितियों में डिगेगा नहीं और बड़े साहस एवं आत्मविश्वास के साथ झेल जाएगा और ऐसी नौबत नहीं आने देगा कि पीढ़ियों के लिए प्रेरणा और दिशास्रोत करेंट बुक डिपो बंद हो जाएगा।

मैं यह चाहूंगा कि जैसे मैंने अपने और अपने पुत्र के जीवन को वैज्ञानिक दृष्टिकोण से विकसित करने का प्रयत्न किया और किसी भी धर्म या अंधविश्वास, कर्मकांड से दूर रखा उसी प्रकार मेरा पुत्र अपने जीवन को बल्कि आने वाले पीढ़ियों को ईश्वर व धर्म पर आधारित दर्शन, अंधविश्वास और कर्मकांडों से दूर रखते हुए उन्हें वैज्ञानिक दृष्टिकोण से विकसित करेगा तथा जीवन को न्यूनतम जरूरतों में बांधेगा ताकि अपनी फिजूल की बढ़ी हुई जरूरतों को पूरा करने के लिए अपने मूल्यों से समझौता न करना पड़े क्योंकि वही फिसलन की शुरुआत है जिसका कोई अंत नहीं है। दुनिया में रोटी सभी खाते हैं,सोना कोई नहीं खाता लेकिन सम्मानजनक रोटी की कमी नहीं है और सोने की कोई सीमा नहीं है और दुनिया के बड़े से बड़े धर्माचार्य विद्वान और बड़े से बड़े धनवान कोई विद्वान नहीं है, उसके लिए कोई बुद्धि की आवश्यकता नहीं है और मानव की जरूरतों को पूरा करने में हजारों वर्षों से असमर्थ रहे हैं तथा आगे भी मानवता को देने के लिए इनके पास कुछ नहीं है।

दुनिया में सारे तनावों की जड़ केवल दो हैं-एक धन और दूसरा धर्म। अगर अपने को इससे मुक्त कर लें तो न सिर्फ अपना जीवन बल्कि अपनी आने वाली पीढ़ियों का पूरा जीवन तनावरहित और सुखी हो जाएगा। इन बातों का अगर थोड़ा भी खयाल रखा तथा जीवन को इन पर ढालने की थोड़ी भी कोशिश की तो हमेशा सुखी रहोगे।

एक बुनियादी गुर की बात और ध्यान में रखें कि आप जिस जीवन मूल्य, जीवन पद्धति और दर्शन को प्रतिपादित करें और यह आशा करें कि आपकी आने वाली पीढ़ी भी उस पर चले तो यह सबसे ज्यादा आवश्यक है कि आपका खुद का आचरण और जीवन आपके द्वारा प्रतिपादित मूल्यों पर आधारित हो, आपका खुद का जीवन एक उदाहरण हो।

अंत में कुछ शब्द करेंट बुक डिपो के बारे में कहना चाहूंगा। जैसा कि मैं पहले बता चुका हूं कि यह एक मिशन विशेष के लिए संस्थापित व संचालित संस्था है जिसमें दिवंगत रामआसरे, मेरे सहयोद्धा आनंद माधव त्रिवेदी, मेरी पत्नी रूप कुमारी खेतान, मेरे पुत्र अनिल खेतान, अरविंद कुमार और सैकड़ों क्रांतिकारी कार्यकर्ताओं एवं प्रिय पाठकों का योगदान रहा है। मैं इन सबका ऋणी हूं और आशा करता हूं कि ये सभी भविष्य में भी वैसा ही करते रहेंगे। उद्देश्य यह है कि इसके द्वारा प्रकाशित व वितरित साहित्य देश के हजारों पाठकों को मार्क्सवादी दर्शन पर आधारित तथा प्रेरित श्रेष्ठ सामग्री उपलब्ध होती रहे। इसके संचालन से संबंधित विस्तृत बातें या तकनीकी मुद्दों का निर्णय उपरोक्त व्यक्ति आपस में विचार-विमर्श के जरिए तय करते रहें।

अत्यंत मार्मिक है.जिस तरह कॉमरेड गोविन्द पानसरे की हत्या और स्मृति ने
मुझे रुला दिया था,वैसे ही इस दस्तावेज़ ने.लेकिन यह प्रेरणा और हिम्मत भी
कितनी देता है ! कम्यूनिस्ट को इसी तरह जीना और मरना चाहिए.ऐसे लोग भी
अभी-अभी तक हमारे बीच थे.तुमने इसे प्रसारित कर के बहुत अच्छा काम किया
है.मैं इसे मराठी के कॉमरेडों को भी भेज रहा हूँ.

        नया साल मुबारक हो

उन्हें भी

जिनके खेत खलिहानो पर

तनेंगे विकास के भव्य महल

        नदी तालाब बनेंगे, रिसाॅर्ट, वाॅटर पार्क

        जिनके बच्चे अपनी ही ज़मीनों पर

        विकसित होटलो में

        लगाएंगे झाड़ू पोंछा

        बेटियाँ बिकेंगी ऊँचे दामों पर

        जी.डी.पी. छूएगा आसमान

        नया साल मुबारक हो

उन्हें भी

जो थर्टी फस्र्ट की रात

सिकुड़तेे बेचते हैं गुब्बारे

बीनते हैं बीयर की बोतलें

और रम की टिन

गटर के किनारे

कुचले जाते हैं इम्पोर्टेड गाडि़यों से

सड़कों पर सोते हुए

बचे हुए लोग

        पाते हैं मुआवज़ा

        नया साल मुबारक हो

उन्हें भी

       जिनके बच्चे मारे गए

       बलात्कार के बाद

       जिनकी आॅंखें पथरागईं

       इंसाफ़ के इंतज़ार में

       जिनका जीवन गुज़र गया

       एक लम्बे बुख़ार में

       साठ सालों से अटका हुआ है

       थर्टी फस्र्ट जिनके संसार में

        नया साल मुबारक हो

उन्हें भी

       जो दंगों का इन्तज़ार करते हुए

       बाढ़ में मारे गए

       रोज़गार की तलाश में

       परदेशी समझ मारे गए

       विस्फोट से बचे

       तो भीड़ में मारे गए

       मरने के पहले

       और मरने के बाद भी

उन्हें

        नया साल मुबारक हो।
