PROVISION OF HOME STEAD SITES UNDER IAY FOR BPL FAMILIES WITHOUT AGRICULTURAL LAND OR HOUSE SITE

Kulpi (24-Parganas-S), October 31, 2010.

 

In order to give a boost to rural housing, the Govt. has in a recent initiative widened the scope of the Indira Awas Yojana (IAY) and the rural BPL families having no agricultural land or a house site can now be provided with home stead sites. This information was given at a seminar on Rural Housing organized as part of the Bharat Nirman Public Information Campaign in Kulpi, South 24-Parganas. Shri Biplab Pal, Panchayat Development Officer also said that under IAY the financial assistance for the beneficiaries has been enhanced from Rs.35,000/- to Rs.45,000/- per house for normal areas. He said that the list of families under BPL has been prepared on the basis of survey in the local areas and the distribution of houses has begun in different blocks in phases.

 

Shri Pal also mentioned some of the financial and infrastructural problems associated with the scheme and said that different measures have been taken to address these problems. The enhancement of financial assistance to beneficiaries, provision of financial assistance to upgrade existing kutcha house into a pucca/semi pucca house are among these measures. The banks also provide loans upto Rs.20,000/- for construction/upgradation per house at a low interest of 4%, Shri Pal said. He also said that IAY scheme also pays attention to individual sanitation and health. A sanitary latrine constructed under Total Sanitation Campaign (TSC) and a Smokeless Chula have been made compulsory for the IAY beneficiaries, he said.

 

Earlier initiating the discussion on the Bharat Nirman initiative, Tuhina Purkit, Sabhapati, Kulpi Panchayat Samity said that there has been a communication gap between the beneficiaries and the service providers regarding the benefits and the modalities involved. The initiative like Bharat Nirman Public Information Campaign can help bridge such gaps. For total success of the schemes, people's active participation and cooperation are necessary, she observed.

NEED FOR FORMING MORE SHGs TO GENERATE EMPLOYMENT STRESSED

Kulpi (24-Parganas-S), October 31, 2010.

 

The speakers stressed the need for forming more SHGs to eradicate poverty from rural areas through more employment generation at a seminar in Kulpi today. The seminar on 'SHGs and the role of Banks' was organized as part of the 3-day Bharat Nirman Public Information Campaign at Kulpi Janapriya High School (HS), South 24-Parganas. Shri Chaudhury Mohan Jatua, Union Minister of State for Information and Broadcasting inaugurated the PIC on Friday.

 

Participating in the seminar, Shri Rudra Prasar Chakraborty, APO, Kulpi said that the concept of forming SHGs was aimed at generating more employment in view of the rising population in the country. To begin with, the Govt. of India in 1999 launched the Swarnajayanti Gram Swarojgar Yojana. The SHGs are formed mainly with the people under BPL and they are given bank loans and various professional training. At present, there are more than 700 SHGs in Kulpi Block and most of them have been provided with bank loan, Shri Chakraborty said. He urged the women and other sections of the population to come forward and assume an active role in forming SHGs. Experience suggests that SHGs can bring about economic self-dependence and socio-economic transformation in rural areas, he observed. The SHGs after their formation can get bank long on the basis of their capital accumulated in the first six months. A maximum sum of Rs.1 lakh 25 thousand is given as bank loan. However it depends on the performance and repayment of the bank loan by the SHGs concerned. Depending on the requirement, the SHG members are given training on different vocations by the banks, Shri Chakraborty said.

 

Shir B. K. Mishra, Manager, NABARD said that pilot project on SHG Bank Linkage programme was launched in 1992 with a modest target of credit link 500 SHGs. The objective of the programme was to provide hassle free and cost effective credit to rural poor. The NABARD has identified the gap between saving linkage and credit linkage as a major problem and data reveal that 1.5 lakh SHGs are waiting for the credit linkage from the formal financial institutions. He requested all the bankers to come forward for credit linkage of mature SHGs and participate in NABARD's SBL programme.
