Special purposes

Apart from the activities that the national and international agencies are promoting, there are special requirements of Muslims. They must not forget that their larger aim is to promote righteousness and campaign against evils. Islam lays clear guidelines comprising Fundamental Rights, Fundamental Duties and Fundamental Prohibitions. Muslim NGOs are duty bound to work within these parameters and must act to promote the peace protective and health protective social system of Islam aimed at achieving peace and security of the whole mankind.  Muslims do not only have the governmental and non-Muslim funding agencies for supporting these endeavours; they also have funding agencies controlled by Muslim countries, Islamic organisations and Muslim philanthropists. Muslim individuals are also always ready to support welfare activities. They must therefore not hesitate to initiate programmes that would defeat the designs of the forces that seek to diffuse morality and popularise evils in society. Muslim NGOs must engage in

1.   Intensive campaigning to implement fundamental prohibitions: (a) Legal activism to get "Fundamental Prohibitions" introduced in constitution along with "Fundamental Rights" and "Fundamental Duties" and to get "Right to Health" enshrined in constitution, (b) mass mobilisation campaign in favour of these legal measures; (c) social awareness campaigns against alcohol, dregs, substance abuse, smoking, prostitution, promiscuity, pornography, homosexuality, gambling, betting, etc including use of religious programmes like Tablighi congregations, Jumaa Khutbas, etc;

2.   Campaigns for moral development including honesty, humility, care for neighbours, charity, old, destitute, weak, disabled etc. good family relationships, care for parents, etc

3.   Welfare programmes for the weak;

4.   Awareness programmes for education, hygiene, etc

5.   Campaigns against economic disparity and corruption in public life;

6.   Campaigns for Communal amity and inter-sectarian unity

Retired people must take special interest in these kinds of programmes. They command the respect in society, have good understanding of issues and have time to organise in activities that relate to not only Haquq-Allah but also Haquq-al-Ibaad.

There is a special need to campaign against prostitution accompanied with rehabilitation of prostitutes. There cannot be a bigger blot on the face of mankind in general and womankind in particular than that it allows, promotes or pushes its womenfolk in a dirty work that endangers their own health and health of all those men and women that directly or indirectly come in their contact. Unfortunately Muslim women too are involved in significant numbers in the so-called profession.  Most of them have been forced or lured in the trade. Given a chance, majority of them would walk out of it if they are given an opportunity to lead a respectable life. The pimps and brothel owners need to be tackled with iron hand, and a campaign must be run to let the customers know how much risk their behaviour poses to them, their families and society.

Another area that needs attention is begging. Begging is very common in India including Muslims. Muslim NGOs must organisebeggars' rehabilitation centres. Beggars include alcohol, drug and substance addicts, handicapped, widows, destitute, sick and unemployed. They should be categorised and be dealt accordingly. The homes for beggars must include arrangements for:

    De-addiction;

    Part time employment like washing clothes, ironing clothes, envelope making, other low physical effort works that can help the home and its inmates in living;

    Special efforts for the unemployed including arrangements for training in different kinds of works;

    Islamic counselling

    Educational programmes;

    Treatment of the sick

    Other rehabilitation programmes

These works can be organised through mutual networking of NGOs and other welfare organisations and charity hospitals.

It is to be noted that many of the aims mentioned above can also attract support of the independent groups belonging to other religions. As discussed elsewhere, coming together of all religious groups for common objectives is the need of the hour. This will reinforce the positive role of religion in society. The two major economic orders of the last century – Capitalism and Socialism, seek to marginalise or totally negate religion and tend to present it as a negative force. They have used religions to first fight with one another and then to seek interfaith unity only for certain stated purposes. Religious scholars have to understand that religious are the guardians of morality and ethics in society. Absence of religion will have much greater destructive effects than the positive effects that the enemies of religion propagate. But for that to happen, religious people will have to abandon the cloak of communalism that it sometimes wears mostly as the result of the games of political and economic forces, and will have to work together to fight against immorality and irreligiousness. NGOs can certainly play a crucial role in this, and Muslim NGOs must take a lead in organising a new Interfaith movement that works for countering the effects of the God-less movements.

Hisar, June 4

A Dalit youth from Putthi Samain village in this district has complained to the police that the village panchayat had exiled him from the village for 11 years and also imposed a fine of Rs 21,000 on him because he had an affair with a girl hailing from his village but belonging to a backward caste.

Although the village panchayat had denied that it had taken any such action, the police has registered a case against 15 persons under various sections of the IPC and the SC & ST Act. Hansi DSP Wazir Singh is probing the matter .

The youth had alleged that both the girl and he were studying at a coaching centre in Meham. They fell in love. However, when the girl's parents came to know of it they married the girl off on June 2. Later, the village panchayat, the youth alleged, scolded him, blackened his face and exiled him.

The sarpanch and panches, however, denied the allegation and stated that he could stay in the village with his family. They said the boy had been disowned by his father.

RTE Failure by schools to do so will be considered contempt of court

After weeks of debate, it has finally been made mandatory for schools in the state to adhere to the Supreme Court (SC) ruling to reserve 25 per cent seats for students of financially weak families from this academic year. Though school authorities claimed that they were not sure if they needed to implement the directive from this year as most of them have completed their admission procedures, the director of education (primary), sent letters to all schools on Monday to implement it, putting all doubts to rest.

Shreedhar Salunke, director of education (primary), additional charge, said, "We have sent a letter to all schools today. Many schools have not yet implemented the SC ruling saying that the guidelines are not clear. However, if schools do not implement them, it will be considered as contempt of court."

The state government will allot Rs 12,000 per child every year. "However, the extra cost will need to be borne by the schools," added Salunke.

SC had issued these directives more than a month ago. Reservation for students from economically weaker backgrounds had been mandated under the Right to Education (RTE) Act, 2009. According to the SC ruling, schools that have a kindergarten need to implement the resrvation from that class itself. However, the law was challenged by several schools, which claimed that it would not only affect their results, but also threaten their autonomous status.

Voicing apprehension about the implementation of the directives, Mrunmayee Bhave, principal of Gurukul School, said, "Implementing the clause will be difficult for us. Even if we keep aside the financial part, there are other issues as well, the most important being the lack of clarity regarding guidelines."

Nalini Sengupta, principal, Vidya Valley School said, "We are more than willing to implement the 25 per cent reservation clause. However, the guidelines are still hazy and we do not know how to implement it. It won't be impossible to implement the clause as we do have some scope for extra students. However, it is a little difficult for us to answer queries regarding it. The government needs to issue clear guidelines soon so that we can act accordingly."

Planning Commission renovates 2 toilets at Rs 35 L

http://zeenews.india.com/news/nation/planning-commission-renovates-2-toilets-at-rs-35-l_779957.html

Last Updated: Tuesday, June 05, 2012, 21:35

New Delhi: Planning Commission, which is mired in a controversy over what constitutes the poverty line, has spent a whopping Rs 35 lakh for renovation of two toilets here, an RTI reply has revealed.

The Commission, which came up with a controversial poverty line figure of Rs 28 per day for an individual, has spent Rs 30 lakh for the renovation of the toilets on the lines of Indira Gandhi International Airport.

An additional Rs 5.19 lakh was spent on installing door access control system for the toilets at Yojana Bhawan.

The access control system will mean only those people who have been provided smart cards can use these swanky toilets.

"Cost of installation of Door Access Control System is Rs 5,19,426 for two toilets. Cost of renovation of two toilets where door access control system is installed is Rs 30,00,305," the reply to activist Subhash Agrawal said.

According to the RTI reply, 60 smart cards have been issued to the officials of the Planning Commission which have to be used to get access to the toilets.

The Commission had also decided to install CCTV cameras in the corridors leading to these toilets as the officials said there were instances of pilferage in the toilets. Estimates have been sought from the CPWD.

Apart from the poverty line estimates issue, Planning Commission Deputy Chairman Montek Singh Ahluwalia had come under criticism after a newspaper, based on RTI reply, reported that foreign travel expense incurred by him between May and October, 2011 was a staggering Rs 2.02 lakh per day.

Another report said that he undertook 42 official trips (between June 2004-January 2011) of 274 days at a cost of Rs 2.34 crore.

Refuting the inferences drawn in the later editorials, Ahluwalia had said that foreign travels are necessary for discharge of official duties.

The Commission officials, in a note on renovation, had observed, "With the approval of JS (admn), CPWD(E) was requested to submit estimates for SITC for door access control system and CCTV cameras. However Executive Engineer CPWD(E) has forwarded estimates for installation of door access control system in two toilets (one each on first and second floor) RBI side, Yojana Bhawan."

"Things like disturbing/breaking of sanitary appliances are taking place frequently. It may not be out of place to mention that very high dignitaries visit Yojana Bhawan in connection with official work in addition to this non-official members of different committees visit Yojana Bhawan for attending meetings," the officials said in another note.

Disturbing of sanitary fittings or non functional sanitary fittings portray a very untidy picture of planning commission to the visiting dignitaries, it said.

Another noting proposing the upgradation of toilets last year shows that the two toilets to be renovated as a pilot project and after execution of work, decision on renovation of other toilets would be taken. According to the note, it was desired that three other toilets of the Planning Commission may also be renovated on the same lines. PTI
