The schools have been asked to ensure 25 per cent admission to economically weaker sections (EWS) and disadvantaged groups, failing which they are required to inform the Education Department by March 17.

"With this circular, it is formally announced that the RTE Act is applicable in Chandigarh and these are the rules. The rules have been uploaded on the official website," said Director (Higher Education) Ajoy Sharma who has additional charge of Director Public Instruction (Schools).

For the information of the masses, the department also issued an advertisement in newspapers today regarding this. The advertisement elaborates the RTE rules and advises parents of all eligible children to approach their neighbourhood schools for admission of their children.

The circular clearly mentions that the Central government, in exercise of the powers conferred by Section 38 of the Right to Free and Compulsory Education Act, 2009, herein after referred to as the Act, has notified the Right to Children to Free and Compulsory Education Rules, 2010, which henceforth are applicable to the Union Territory Chandigarh. The said rules are available at the website of Education Department of Chandigarh Administration, http://www.facebook.com/l/71093TyxpUt-nct1l6Fottc0v3Q;www.chdeducation.gov.in.

The circular further directed heads of all unaided recognised schools to take necessary steps to ensure admission of children of weaker sections and disadvantaged groups to the extent of at least 25 per cent in class I or the entry class as per section 12 of the RTE. "In case even after taking necessary steps, schools fails to fill up these seats by March 15, the same may be communicated to this office latest by 4 pm on March 17, 2011."

Apart from the RTE Act, the official website has extensive details on minutes of the meeting on RTE, guidelines regarding applicability of RTE Act on Minority institutions, guidelines regarding procedures for school admission under the RTE Act and guidelines for conducting the teacher eligibility test (TET) under RTE.
