Five bank robbery suspects killed in encounter in Tamil Nadu – Here is an action to the NHRC that has been initiated by the PVCHR which is a Varanasi ( UP) based human rights organization which collaborated with People's Watch in its torture prevention program some years ago and now partners with our Institute of Human Rights education in promoting the teaching of HRE in schools in UP. We are ever grateful to PVCHR for their spontaneous and immediate action.

Sir,
The Complaint dated 23/02/2012 was placed before the Commission on 23/02/2012. Upon perusing the complaint, the Commission directed as follows:
The complainant in his E-mail complaint dated 23.02.2012 has alleged death of five suspects in police encounter when they allegedly attempted to rob a bank in Chennai. He further stated that two policemen also sustained bullet injuries during the incident. The Director General of Police, Tamil Nadu, District Magistrate, Chennai, Senior Supdt. of Police, Chennai are directed to take appropriate action with regard to the investigation of the case as per guidelines laid down by the Commission in its letter dated 12th May, 2010 of the Acting Chairperson, NHRC to the Chief Ministers of all the States. The Magisterial enquiry report, post-mortem report along with report of independent investigation be submitted to the Commission within eight weeks. A copy of the Commission's letter dated 12th May 2010 be sent for their ready reference.
2. Accordingly, I am forwarding herewith a copy of the complaint for taking appropriate action in the matter as per the directions of the Commission. It is requested that an Action Taken Report be sent to the Commission within from the date of receipt of this letter.

Dear Sir,
I want to bring in your kind attention towards the news published in Express buzz on 23 Feb, 2012 5 bank robbery suspects killed in encounterhttp://expressbuzz.com/cities/chennai/5-bank-robbery-suspects-killed-in-encounter/366295.html 
CHENNAI: Five people were killed in an encounter with the police when they allegedly attempted to rob a bank. Two policemen were also injured in the incident that took place at 1 am on Wednesday night.
Acting on a tip-off, a police team surrounded a house in Vandikaran Street in Velachery around 1 am and asked the suspects tocome out, a police officer said. The accused opened fire at the police injuring two inspectors.
Authorities say the same gang has robbed other banks across the city.
A branch of the Indian Overseas Bank was robbed at gunpoint fewdays back and police are probing if this gang was responsible for it.
On February 20, four armed men looted Rs 14 lakh from a branchof public sector Indian Overseas Bank at Keelkattalai on cityoutskirts.

In a similar incident on January 23, four armed men stormed the Bank of Baroda branch near Perungudi and escaped with Rs 19 lakh.
1.Therefore it is kind request To conduct an inquiry in this incident of custodial death under section 176(1)A Cr.PC by a Judicial Magistrate.
2. To provide compensation to the victim's family.
3. To ensure Videography of the Post-Mortem Report of the victim & the same is informed to NHRC.
