[initiative-india] Urgent Action Alert: Stop Slum Evictions in Bombay

NATIONAL ALLIANCE OF PEOPLE'S MOVEMENTS

Action Alert                          Action Alert                        Action Alert

1st June, 2013

Dear All,

It's most urgent and critical.

The Municipal Corporation of Greater Mumbai (MCGM) is all out to demolish a no. of slum communities which house dalits, minorities and unprotected workers, beginning NOW. It's absolutely unjustifiable and unconstitutional.

Maharashtra Govt. and Mumbai Corporation are engaged in this land grab from the poor, since they are not even ready to allow just 9% of Mumbai's land to remain reserved for the shelter of 60% slum dwellers. They plan to throw the toiling masses out to the periphery while they are expected to work for the rich, the elite in the centre, day and night, as domestic workers, construction workers, sweepers, painters, and all unprotected workers.

A bundle of contradictions are obviously a strategy adopted by Mumbai Municipal Corporation to state and the central governemnt, in order not to get exposed and to confuse everyone who is concerned of the right to shelter of lakhs and lakhs of people who are deprived, destitutionalised and exploited.

1.      On one hand, they claim they have huge world bank funds for providing amenities, toilets, water posts etc to all slums.

2.      There is Slum Act,  1971 which has a provision (under section 4 & 5) for declaration of slums and slum improvement  with amenities however they are not fulfilling their own written promise to declare 19 and more slums, made us in May, 2011 and again in January 2013 and March, 2013 by the state level ministry and Chief Minister as well as  in March, 2013 by the Municipal Commissioner.

3.      They are in the name of Mangroves protection trying to evict thousands of families, in Ganpat Patil Nagar, Borivali and Kannamwar Nagar, Vikhroli while none of the high court judgements direct eviction.

It's therefore, obvious that the govt. is not protecting but making poor people homeless, against law, policy and judgements. They are not fulfilling their constitutional obligation, rather they are making them homeless, they are making children, women insecure, affecting livelihoods of the poor and obviously grabbing the land in their possession. Builder- Politician- Bureaucrat nexus is behind all this while the poor are up against the brutality, injustice and land grab. We will not allow the demolition scam of 2004-05 (75000 houses demolished) to be repeated.

v Do write to letters and condemn the action to – Municipal Commissioner, MCGM, The Chief Minister of Maharashtra and the Principal Secretary, Housing

v Do support our petitions pending before the National Human Rights Commission and National Commission for Protection of Child Rights.
